I got back to College Park I at about 1:30 Thursday night after a 12 hour computer lab drafting binge. After I parked, I walked to my building, but before I could get there, 2 CPO cars came roaring up and cut me off, surrounding me. Roscoe P. Coltrane hops out, demanding to know the speed limit. I shrug, at which point he demands photo ID. In a less sleepy state of mind I would have refused until he provided me with ID/credentials saying he had a right to see it. I handed it over and he ordered me to stand next to the car. He walks over and takes my tage number, then whispers it into his "shoulder radio", asking to "run" my plates. No one responded.
While he was playing "Real Stories of the Highway Patrol", I asked him why he pulled me over, to which he replied "speeding". Seeing as how they couldn't see me from where they were except when I was stopped at the stop sign (and I wasn't speeding) I knew he was full of it. He said the "posted" limit (no signs on my side of the complex) is 5 MPH. I asked to seethe radar gun. He said he didn't have one. I asked to see the video camera, he said he didn't have one. He keeps writing while his buddy, Ennis Hodge, "covers" him.
I asked him who CPO was and what their jurisdiction was in town. He said he was a "Crime Prevention Officer". I asked what they did. According to him, they are "Officers who Prevent Crime". He got really irritated with me when I asked where he stood on the Public Safety Ladder, ranging from CIA/Secret Service to Night Watchman. Anyway, he cut me a "ticket" that said I had to report to the property manager in 24 hours or "further action would be taken". I also got his "badge" number.

They detained me for 20 some odd minutes before they would hand me back my liscence. Later that night, someone switched the external breaker on my building, cutting off power to my apartment and one other ONLY. Two guys were going around pranking folks and CPO was too busy being dicks with decent residents to stop freshmen from screwing with power boxes.

I didn't get a fine or anything when I saw the office. I "filed" a complaint, but she didn't give a rat's ass. I'm going to go back when the manager is in next week. On a side note, I'm willing to bet the speed limit is 15, especially since my car won't physically drive at 5 mph without stalling.

Last I checked, it was a felony to impersonate a police officer. I'm calling to investigate them on Monday.

Turns out they've been harassing all the residents, and in a few cases, they've tried to make full traffic stops on city roads. This is hearsay, but with the attitude I got from them, I wouldn't doubt it.

I'm frankly bothered by para-police units wandering around pretending to be real cops, guns, cuffs and all in second hand sheriff's dept. crown vics. Someone is going to get hurt because one of these morons.

They only have authority inside the apartment complexes they work in. The only ticket they give you is through the apartment manager.... Nothing that is real outside of messing with your rent. They are hired by the apartment owners to patrol around there. They can carry guns only because they have a permit like anyone else in the world. They are actually supposed to keep it hidden and the only badge they have is like the ones mall security has, no authority behind it.

I still think they work for the AUPD somehow.

They do not work for any department. THe only thing they do that involves APD or AUPD is call in complaints and have people with authority come out because CPO can't do anything.

None of them carry real guns visibly. Some of them might have a concealed weapon, but the ones they are wearing are plastic. That came straight from the APD chief. I launched out of Scarbrough square one night and I was pretty lit, but I had a model with me, so he was more interested in talking to her than me. She was drunk and flashed him to let me go.

I called about the guns, too. Plastic. That's so stupid. One of these days they're gonna act all big and bad and get shot during a "traffic stop".
