Since it got colder, I have been having some issues with a 90 Civic. The car kinda stutters, it doens't seem to be having any issues other than the studdering. The weird thing about it, is it only stutters under too little or too much throttle, there is a point, rather small that it runs perfectly fine.

Things I have ruled out:
IACV - it was dirty, but it is sparkling now
timing - if it was a timing issue I forsee the issue being across the board

Things I have yet to check and will as money allows:
fuel - I honestly think it may be a clogged fuel filter
spark - it may be the wires, however before i bought this car I was told the distributor/rotor/cap were new I couldn't imagine doing a tuneup without doing plugs and wires as well
Throttle body - it could possibly be this as well, due to the issue not being there at a certain load, the only thing that makes me not think throttle is it does it under idle as well.

it also seems to be less prevalent after revving the motor, yet, still there.

Start with the spark, my 95 civic did something similar to what you are describing and i replaced the cap and wires and it cleared right up. I have had to change out the entire dizzy before but thats about a 10 minute job so.

Could be lots of shit. You can check your plugs to see if they're all the same color which could help rule things in or out. Older honda distributors go bad so keep that in mind.

My 01 civic runs a little rough when it's cold out until it warms up. It has newer plugs.

its not the distributor, its brand new, the consensus is that its likely spark. I just wonder if its spark why its load dependent. Low load and High load it does it, there is a spot with no issue.

I am also having an issue with a high idle, that doesn't always stay high, if I give it some throttle it'll go back down but shortly thereafter goes back up.

I wouldn't rule it out just because its new. Especially since you were told it was new and you didn't swap it yourself. Stuff can just be defective, new or not.

I don't necessarily think that's your problem, just saying.

Sounds like misfire issues. Most aftermarket (if thats what you have) dissy, cap and rotors are junk. Put factory stuff in and see what happens. Maybe a new fuel filter too.

count the number of times the led on the ecu flashes, and then look in the hanes manual to see what the code is. I had a similar problem on an old hatch also a '90. had to replace the distributor, lolz. get it off ebay.

I am thinking TPS too, hopefully just junked up.

found out today plugs and wires weren't replaced when dizzy was, dizzy replaced because it locked up.

checked ECU codes,

_ = 10 -IAT - confused on this one
.......=7 - TPS - the culprit I assumed it was
................=17 - VSS - this explains the speedo not working
