no, its for playing gran turismo 4.

At first thought, I would think it could be some kind of pointing device i.e. intter wheel is X and outer wheel is Y, but they were too far behind to even think of a GUI

I actually used to work with the guy. You can see me here tweaking the incapitor socket on the macro insapitul sender unit, haha just kidding, that's my dad. One of the first blacks actually in the computer business.
