I was at the part where you're in the boat and are just about to flip the switch to open one of the doors on the dam. I noticed a guy carrying a suitcase. He walked off screen, then disappeared. Whats up with that?

That' sthe G-man! You know, the guy you work for. The guy at teh beginning and end of the game. The guy that hired you at the end of Half Life 1. he trascends space and time and you are being used by him. That is all we really know about him.
He makes several cameos in the game.
