Can anyone give me an idea of how difficult it is to create a small forum. What do I need, domain?, hosting?...this is something that maybe 15-20 people would use. I want pretty much the same features this board offers.
Any suggestions would be much appreciated!!

I'll help all I can, I dont know much about it. I think there is a free version of vBulletin but I am not sure. Once you get that you need a place to host it with a certian amount of space for what you want to do i.e. upload vids and pics then you need the right banwidth allotment.

Not really once you get the hang of it and ask people who are admins if you run into a problem.

Just use http://www.proboards.com/index.html
It's free, they do the hosting, etc. Very simple to set up, admin, and use.

vBull is not free nor is there a free version...
The software most like it is phpBB. For a small forums it's ok but, once it gets larger than 150 or so members the mod/admin options become quite limited
