Over time probably. Hell, my car's been around for 6 years and the bumper is barely a darker shade of red above the tips. 1 year of that time has been spent with no cats too so I imagine that is speeding up the discoloration. I think some scotch brite will take it off though. One day when I'm not feeling lazy I'll try.

That sounds like a good way to clean it up. Do you think it will effect the clear coat or even the paint?

Not unless the exhaust has actually BURNED the clear coat black or burned through the clear coat and burned the paint. If the clear coat is doing it's job then it should rub off with a little elbow grease but not enough so that you rip the clear coat.
